The Capitol Heights Civic Association held its regular meeting on January 13, 2009 at the Capitol Heights United Methodist Church. The meeting was called to order at 7:10 p. m. by Cynthia McCollister, President.

Guest speaker this evening was Mayoral Candidate, J. E. King. After a short discussion regarding his run for mayor, Mr. King opened the floor to questions.

Cynthia began the business portion of the meeting by welcoming new neighbors in attendance: Benita Hollis of 1902 Madison Avenue and Russell Estes of 2114 Madison Avenue. Terri Wohlscheid from Highland Park was also attending tonight’s meeting.

The minutes of the last meeting were not available.

The treasurer’s report was presented and is attached to these minutes.

Watch Dog
Cynthia reported the ARB agenda has not been provided yet but she is aware of two properties in Capitol Heights that are to be presented. One belongs to Cindy Keeping and is located on St. Charles. Cynthia was unable to recall the address of the other property.

Additional discussion was held regarding the property on the corner of Madison Avenue and S. Madison Terrace. It was reported to Cynthia this property is about to receive a demolition notice from the city. This particular block of Madison Avenue is not included in the local historic designation.

Communication / Chair: Cynthia McCollister
Cynthia reminded everyone the deadline for submission of articles to be in the next issue of the newsletter is January 19th.

Parks and Green space / Chair Randall Culp
Michael Simmons provided a status as to his Eagle Scout Vickers Park/Dog Park project. He has communicated with the city’s Parks and Recreation Department and as instructed has provided information to them regarding the plan for the dog park. He is waiting for feedback regarding the information submitted.

Christmas Tour Saturday, December 13th
Christmas Tour financials were reported:
Earnings from Tour tickets	$1,936.75
Earnings for Lasting Imp. Carriages $126.00
Earnings from Merchandise sales	$50.00
Earnings from Silent Auction	$60.00
Earnings from Dues	$15.00
TOTAL GROSS FOR THE NIGHT	$2,187.75

Secretary Nominations
There were no nominations for Secretary.

Expanding Local Historic Designations
Kathie Blackmon, Cindy Keeping, and Cynthia McCollister attended this evening’s Historic Preservation Commission meeting. On their agenda was “Presentation and Discussion on Historic Designation Process.” This was an informative presentation. In a 2002 study done by Auburn University homes with historic designations were determined to appreciate more than those in other areas of the city. Montgomery’s Garden District was part of the study and was compared to the remainder of the city. Property values in the Garden District had appreciated 42.35% as compared to 8/3% for the other areas. HPC also indicated our biggest threat to obtaining local historic designation will be absentee landlords. They do not usually sign the agreements.

Our next step will be to organize a workshop specifically for Capitol Heights residents with Christy Anderson of the Planning Division. Christy will present much of the same information discussed at today’s HPC along with information to Capitol Heights as relates to expanding a local historic district.

Concerns presented by CHCA members regarding expansion of historic designations for Capitol Heights are:
•	Gaining historic designations is an issue that truly divided the association and the neighborhood.
•	We need to gain much more buy in and participation from neighborhood before we continue – but how? Members present were asked to recommend methods for increasing participation from the neighborhood.
•	We need to question those that worked to obtain historic designation in the past and we need input and need to know what stopped the effort to obtain national historic designation for Capitol Heights.

In the meantime, Cynthia will use our email list, our February issue of the newsletter, and a workshop flyer for distribution at the CHUMC Home Restoration Expo. We may also distribute the flyer via hand delivery to homes in Capitol Heights.

New Business

Terry Robinson reported he attended a special meeting on the Ann Street expansion/rerouting project. The plan is to widen Ann Street beginning at Highland Avenue and going north. This impacts properties on both sides of Ann Street. Of primary concerns are the properties on the west side of Ann St. These are potential candidates for national historic preservation. Ann Street is to tie into Federal Drive and this impacts Lee High School property and corner property where the apartments are located. These are issues yet to be resolved.

A motion to adjourn was adopted. The meeting was adjourned at approximately 8:35 PM.

Cynthia McCollister, President

The minutes of the last meeting were not available.

The treasurer’s report was presented and is attached to these minutes.

Reports from Committees

Watch Dog
2042 St. Charles Avenue – A stop order was issued on a vinyl fence that was already installed and has been in place for several years. During their September meeting the ARB agreed to allow the fence to remain in place.

Communication
After discussion, a motion was made regarding the future of our newsletter. The following motion was seconded and approved:
A four page quarterly newsletter will be published and mailed to paid members of the association and city/county dignitaries. Additional copies will be made available to new members at meetings. CHCA will continue to take advantage of the free copying offered through BONDS.

The deadline for submitting articles for the November issue of our newsletter is October 25th.

Parks and Green Space
Randall Culp announced Yard of the Month:
•	Ernest and Elizabeth Lyons home at 2237 St. Charles Avenue
•	Jay and Barbara Wilkinson’s home at 38 N. Florida Street.

Randall Culp, Karren Pell, Kathie Blackmon and any other interest persons are to install shrubs on the Winona Avenue side of our shed. Randall will share plans with the church prior to planting. This is expected to be accomplished before Thanksgiving. When approval for the shed installation was granted, CHCA was asked to provide a “vegetative screen from street”.

Cynthia announced to the membership there is a possibility our parks will be enhanced when future Eagle Scouts take on the projects. Cindy Keeping was contacted by a client of hers to see if the neighborhood would be interested and of course she said yes! Cindy Keeping and Cynthia McCollister have met with the young man and he will speak to CHCA at our December meeting regarding his plans. He has been asked to discuss what he plans to do with the city.

Membership
Cynthia mailed dues reminders to last year’s members that have not paid for the 2008-09 term.

Christmas Tour Saturday, December 13th
Toni Wood-Meyer has volunteered to be chairperson for this year’s Capitol Heights by Candlelight tour. The following persons have volunteered as chairperson for sub-committees of the tour: Cookie Chair will be Gloria Moore, Traffic & Safety Chair will be Paul Rawlinson, Set up & Tear Down Chair will be Jewell Pitts, and the CHCA Store Manager will be Kathie Blackmon.

Chairs for the following sub-committees are still needed: House Helpers Chair, Marketing Chair, and Ticket Sales (before & during tour).

Christmas Lighting / Chair: Sam Adams (5 Minutes)
Sam Adams has volunteered to be chairperson for this year’s annual tree lighting. Since the Christmas Parade has officially been set for Friday, December 5 we would like to have our lights up and running by then. Given this, the Christmas Tree Lighting will be held Thursday, December 4th at 6:30 p.m. This will give folks time to get home from work and is not too late for kids to come out. We will need folks to make cookies and also need apple cider.

Christmas Parade (2 minutes)
We are still in need of a chairperson for this activity.

Centennial Homecoming Celebration / Co-Chairs: C Keeping, C Thornhill, C McCollister
Those of you that took pictures on the day of the Centennial…please share them! The three C’s are creating a scrapbook of the day and need all the photos we can get! Hopefully, at Capitol Heights’ Bi-Centennial Celebration this scrapbook will be on display for all our future neighbors to see & enjoy!
By all reports the Centennial Celebration was a success! Many returning residents of Capitol Heights expressed their gratitude for the opportunity to return to their former home place and celebrate the day. The best example of this expression is when one of our guests came to Cynthia and asked if she could hug her! “I am so happy you did this. It is such a wonderful time and so great to see all of my friends from so long ago. All of this day has been a trip down memory lane for me.” In addition, one of our resident realtors was contacted by a visitor to our Centennial and they intend to move their family into Capitol Heights as soon as a suitable home becomes available!
Each of these are examples of exactly what we had hoped would happen. We hoped by revisiting the community, people would realize it is still the wonderful place where they grew up. We hoped newcomers to the area would also realize how great this area is to live. And this is what happened for us! A grand success!

Food Drive for Montgomery Food Bank
Membership agreed to hold a Food Drive in conjunction with November’s Pot Luck Dinner. Members will bring either a non-perishable food item or a financial donation for Montgomery Food Bank. Cindy Keeping agreed to prepare the turkey for our Pot Luck Dinner. Attendees are asked to bring a covered dish/dessert and an appropriate serving utensil. We will also start earlier than a regular meeting – 6:30 PM.

Nominations for Secretary
Since our Secretary resigned, the floor was opened for nominations and none were made.

New Business

Linda Wool has announced the Capitol Heights Neighborhood Plan will be held on Monday, October 20th at 6PM at Capitol Heights Baptist Church. The plan is ready for final comments and questions as the city prepares to take the Plan to the Planning Commission for adoption. Linda has prepared flyers announcing the event and Cynthia committed the membership to delivering them by hand to the neighborhood.

Karren Pell announced she and Carol King have a contract to write a book on the Five Historic Neighborhoods of Montgomery.

A motion to adjourn was adopted. The meeting was adjourned at approximately 8:45 PM.

Cynthia McCollister, President

2046 St. Charles Avenue – Requested approval from ARB to install a new privacy fence. Fence was approved pending approval of variance by the Board of Adjustments.

2042 St. Charles Avenue – A stop order was issued on a vinyl fence that was already installed and has been in place for several years. The property owner is on the ARB agenda for 09/23/08 to request the fence be accepted.

40 North Capitol Parkway – This property is currently in the phase where the city is allowing the owner time to sell the property before the city goes to work on the house.

2004 Madison Avenue – The addition of the deck enclosure was denied because of the materials selected.

The Centennial Homecoming Celebration is this Saturday. Members present were updated as to progress to date.

A motion was made to move an additional $2100 of Capitol Heights funds to the centennial budget for purchase of Capitol Heights merchandise. After discussion the motion was approved.

Plans are to purchase for resale T-shirts, car tags, window clings, and mugs. These items will be made available for sale at the Centennial and any other appropriate function in our future.

Norma Frederickson has resigned as secretary. The floor was opened for nominations and none were made.

The Historic Preservation Commission held its meeting tonight immediately prior to CHCA’s meeting. The HPC recognized Glen Donald’s property at 1831 Capitol Avenue as September’s Restoration of the Month. This award features significant restorations to promote interest and acknowledge and commend property owners for their investment in our city’s cultural heritage.

CHCA thanks Glen for helping to make our neighborhood a better place to live.

Karren Pell gave a presentation on Capitol Heights history. An overview of the Centennial Celebration was also given. Karren and Bruce George closed the HPC meeting with fabulous music while the attendees enjoyed refreshments.

A motion to adjourn was adopted. The meeting was adjourned at approximately 8:00 PM.

Cynthia McCollister, President

NOTE: Prior to tonight’s meeting, around mid August, the Executive Committee was polled regarding the purchase of merchandise. With the full support of the seven Executive Committee members we were able to contact, Cynthia McCollister, Cindy Keeping and Cindy Thornhill arranged to purchase the merchandise using their personal funds. Without this cooperation between the EC and the Centennial Chairs, there would not be enough time to order and receive merchandise between the dates of this meeting and the Centennial.

Each of our Christmas events need chair persons. There were no volunteers to chair any of these events.

The Centennial chairpersons report the positive momentum continues! Ruth Ott, a former resident of Capitol Heights, remains in contact with many, many of her friends, neighbors, and classmates from Capitol Heights.
Unfinished Business

July 8, 2008

The Capitol Heights Civic Association held its regular meeting on July 8, 2008 at the Capitol Heights United Methodist Church. The meeting was called to order at 7:00 p.m. by Cynthia McCollister, President.

Cynthia began by reading the minutes of the last meeting. Minutes were approved as read.

Treasurer’s report was also presented and accepted.

Cynthia reported on the standing committees.

The Watch Dog Committee, which oversees planning, zoning, and design review was still in need of a chair. Richard Anderson volunteered to chair that committee.

Cynthia reported on the property at 40 North Capitol Parkway. She reported that Helen Harris attended the ARB meeting on June 24, 2008. The ARB determined the city should do only the repairs needed to bring the house up to code. They also determined the porch should be replaced and all repairs should be equal to the historic look of the neighborhood.

She also reported on the property located at 27 North Lewis. The home on this site burned and the property owners are seeking to rebuild. They have chosen Jim Walter Homes as a contractor. The contractor has submitted several sets of plans, all of which have been denied by the Architectural Review Board. The contractor has submitted another plan up for review at the next ARB meeting. Although this plan is an improvement, issues regarding construction materials continue to be of concern.

Cynthia reported we are still in need of various chairs for the centennial celebration, as well as, three chairs for the Candlelight Tour, Parade, and Armstrong Park Lighting. No volunteers stepped forward.

Cynthia McCollister reported for the Communications Committee. She stated articles for the August newsletter are due by July 28, 2008. She also reported we do not have the funds needed to professionally produce then mail the August newsletter. The newsletter can be copied without expense at the BONDS office. Cindy Keeping moved for the association to pay no more than $500 for the postage to mail the August issue of the newsletter. Cindy Thornhill seconded that motion and it was approved by vote of the members present (12 approved and 4 did not approve).

Discussion continued regarding the newsletter and several alternatives were suggested. There was a discussion about discontinuing the newsletter, due to lack of funds and interest. Scott Farrow recommended we do a readership survey to determine the percentage of residents reading the newsletter. Terry Robinson proposed a newsletter subscription with association membership. There was an in depth discussion, to determined if we should continue distributing the newsletter until all of our advertising commitments have been met.

An article discussing the future of the newsletter will be provided in the August issue of the newsletter and a decision will be reached in a future meeting.

Randall Culp volunteered to chair the Yard of the Month Committee.

Meeting Refreshment Committee is still in need of a chair. Cynthia McCollister recommended doing this on a rotating basis and Emily Turner colunteered (after all this suggestion was her idea).

Cynthia McCollister reviewed the needs list for the Centennial Celebration.

Scott Farrow volunteered to chair the Membership Committee

Cynthia McCollister opened the discussion about next years BONDS grant money and how it should be used. Various ideas were discussed and after a vote of the membership it was decided the three choices (in order of their voting preference) would be:
•	Install banners along Madision Avenue recognizing historic Capitol Heights
•	Install historic marker at the former site of the Capitol Heights Elementary School
•	Landscaping for the shed and park areas.

Cynthia will investigate installation of the banners and if this project is determined to not be possible, she will submit the grant application for the historic marker (the members next preference).

A motion to adjourn was adopted. The meeting was adjourned at 8:30 p.m.

The Capitol Heights Executive Committee held its regular meeting on July 1, 2008 at the Capitol Heights United Methodist Church. The meeting was called to order at 6:10 p.m. by Cynthia McCollister, President.

Randall Culp reported on the neighborhood watch, membership, and the local historic destinations.

Cindy Keeping requested that the committee address the issues surrounding the landlords not maintaining their rental properties. This will be done after the Centennial and as part of the “Marketing Capitol Heights” project.

Cynthia McCollister indicated that the committee would address the shed reorganization and landscaping at the October or November meeting.

A business yard of the month had been suggested as something CHCA should do and after much discussion it was agreed that this would not be beneficial.

Cynthia McCollister agreed to obtain the digital camera from Helen Harris and to formulate a sign in and sign out program for obtaining the camera.

Randall Culp agreed to chair the yard of the month and the green space committees. He also suggested that we attempt to get sponsors for the yard of the month in an effort to obtain prizes for the yard of the month winners in exchange for advertisement.

The committee briefly discussed the situation concerning the new playground equipment for Armstrong Park and agreed to readdress at a later meeting.

Other items discussed by the committee included the gathering of neighborhoods, the purchasing of fund raising merchandise, and how to allocate next years BONDS grant.

After much discussion, the Executive Committee agreed to reallocate the $1100 dollars of the BONDS 2007-08 grant, originally allocated for the historic school sign, over to the centennial celebration. It was also agreed that the funds from the BONDS grant would be exhausted, before the $2500 donated by the Civic Association could be used.

A motion to adjourn was adopted. The meeting was adjourned at 7:30 p.m.

Norma Frederickson

June 10, 2008

The Capitol Heights Civic Association held its regular meeting on June 10, 2008 at the Capitol Heights United Methodist Church. The meeting was called to order at 7:05 p.m. by Cynthia McCollister, President.

Cynthia began by welcoming new neighbors. Included was Nancy Burton of 2100 St. Charles Street and Charlie and Jodi Swanson of North Lewis.

The minutes of the last meeting were not available.

The treasurer’s report was presented and is attached to these minutes.

Cynthia reported on the standing committees.

The Watch Dog Committee, which oversees planning, zoning, and design review, still needs a chair. On behalf of that committee, Cynthia reported on the property at 40 North Capitol Parkway. In an attempt to prevent the home from being torn down, the city of Montgomery has agreed to bring the dwelling up to code and attach a lien to the dwelling. She also reported on the property located at 27 North Lewis. The home on this site burned and the property owners are seeking to rebuild. They have chosen Jim Walter Homes as a contractor. The contractor has submitted several sets of plans, all of which have been denied by the Architectural Review Board. The contractor plans to submit new ideas to the review board at the July 24th meeting.

The Communications Committee will continue to be chaired by Cynthia McCollister.

The Parks and Green Space Committee is still in need of a chair.

Cynthia reported on the Special Committees.

Membership Committee may be in need of a chairman, if Michelle Adams does not want to continue to serve. Cynthia will contact her and report accordingly. It was noted that the civic associations membership is down from previous years and that we need to come up with ways to increase it. It was agreed to discuss this more at a future meeting.

Yard of the Month Committee is still in need of a chair.

Meeting Refreshment Committee is still in need of a chair.

Christmas Tour of Homes, Christmas Parade and The Christmas Tree Lighting are all in need of chairs.

Centennial Homecoming Celebration is being chaired by Cynthia McCollister, Cindy Keeping and Cindy Thornhill. This event will be held on September 13th, 2008, from
10 a.m. to 4 p.m. Cynthia reported that work has began on the oral histories for the Heritage and History exhibit. Cynthia reminded the membership present that previously the Executive Committee had issued a statement that no civic association funds would be used toward the centennial celebration. The EC has since come to realize it wasn’t reasonable to expect members to make a monetary contribution if the association did not. The question of whether or not the association should commit to donate was discussed along with a reasonable amount of the contribution. A motion was made to wait to decide on this but the motion failed. A motion was made for the association to donate $2500.00 to the centennial celebration. The motion was approved.

A motion to adjourn was adopted. The meeting was adjourned at 8:30 p.m.
