Minutes Regular Meeting March 13, 2001

The membership meeting was called to order by President Scott Simmons at 7:05 p.m. at the Capitol Heights United Methodist Church. Dr. Hayes welcomed the association to the church. New members present were welcomed.

Minutes were distributed. Mark Russell moved that the minutes be approved. Ray Leonard seconded and it was approved by a voice vote.

Treasurer Mark Russell reported that there was a balance of just over $11,500.

New Business

uScott and Jill Simmons volunteered to coordinate the Spring Fling party. It was decided that party would be Saturday, April 21 in Armstrong Park. The time will be from 12:00 until 4:00.

Highland Park has asked CHCA to participate in their Art on the Avenue parade on Saturday, April 28. No action was taken.

More nominations can come from the floor at the election next meeting.

Scott Simmons reviewed why CHCA had moved to CH United Methodist as we had been invited repeatedly over the years. The use of the facility is much appreciated by CHCA. Jill Simmons suggested that everyone write a thank you note to the CH Church of Christ for letting us use the facility.

Announcements

2100 block of St. Charles will have a yard sale on Saturday, March 17 in order to purchase the Neighborhood Watch signs. Carole King moved that CHCA pay half the expense of the signs. Motion died.

Jim Robinson moved that CHCA pay for entire amount of signs. Jeff Clark seconded. Ken Reynold moved that the motion be table until the next meeting. Jill Simmons seconded. Discussion followed that residents really wanted to earn the money themselves. Jim Robinson withdrew his motion.

Mr. Frank Travis reported on the halfway house sponsored by Bethel Baptist Church is thought to be moving into the 1500 block of Madison. Ken Reynolds moved that CHCA oppose the halfway house. Audra Starrett seconded. Motion was approved by a voice vote.

Juanita Rabb asked about the progress in the historic designation.

Spring Fling was changed to Saturday, April 28.

Ray Leonard and Jay Wilkinson expressed concern about what crime was actually happening in the neighborhood. Different incidences were reported and discussed.
