Minutes Regular Meeting September 12, 2000

The meeting was held at the Capitol Heights Church of Christ on Tuesday, Sept. 12,2000 at the Capitol Heights Church of Christ. President Scott Simmons called the group to order at 7:05.

Simmons welcomed new members and visitors, including Pam Cook, a candidate in the upcoming election for probate judge. He gave a brief over view of the Association and its function in the neighborhood.

Ken Reynolds moved that the minutes from the previous meeting be approved; the motion was seconded and approved with a voice vote.

Committee Reports
Volunteer sheets were passed around as Simmons encouraged members to participate for the various committees.

Christmas- Cindy Thornhill and Jill Simmons reported on the progress for this year’s Tour of Homes. It is to be held December 16, beginning at 3:30 p.m. with the final tickets sold at 7:00 p.m. All houses on the tour will be located on South Capitol Parkway. They shared some plans for the evening that are being worked out, including closing off the street and live musical acts performing in the median. Tickets will be available at next meeting for members to sell. All were encouraged to assist as house sitters, providing baked goods and/or advertising to promote the event.

Signage- Marc Starrett reported that posts for new Historic Designation signs were in place for Madison Avenue and St. Charles Avenue. Two signs are to be located where Madison meets South Capitol and also Pennsylvania. Two signs will be in place where St. Charles intersects with North Capitol and also with Pennsylvania. Information was given about how to obtain a Historical Building sign for individual homes.

WatchDog- Jay Wilkinson explained the purpose of this committee, requesting interested parties to join him in helping to keep the neighborhood clean and safe.

Yard of the Month- Judy Borland reported that the association now has two signs. She would like to recognize two yards per month, one on each side of Madison Avenue. She asked for assistance in finding deserving yards.

Party in the Park- Marilyn Rutherford is organizing the fall gathering to be held on October 7, at Louis Armstrong Park. A band will entertain. Hot dogs and drinks to be provided, but all are encouraged to bring a dish to share.

Old Business

Simmons presented Ken Reynolds a plaque with appreciation for his serving as the Association’s president for the past two years.

Simmons reported that Capitol Heights had been denied the grant from the Alabama Historical Commission to assist with National Register recognition. Another attempt can be made at a later date.

The three projects before the Architectural Review Board were approved.

New Property Guides were distributed to those who had signed up for them. A new list was distributed for others.

New Business

Jason Foshee moved that a Color Committee be formed to look into expanding the choice of exterior colors for neighborhood homes. Tim Vaught seconded the motion.

Ken Reynolds moved that The New Property Guide be photo-copied and distributed to each homeowner living on a historically designated street in Capitol Heights- the cost to be defrayed by advertising revenues. Marc Starrett seconded the motion.

Tim Vaught made a motion to form a committee for the purpose of creating a “Neighborhood Time Capsule.” Ken Reynolds seconded this motion.

Jason Foshee moved that a committee be formed to discuss the possibility of the Association meeting for a “pancake breakfast” to encourage the elderly and others not able to meet at the regularly scheduled night meetings. Ken Reynolds seconded this.

Ken Reynolds moved to adjourn the meeting at 8:15. Marc Starrett seconded the motion.
